The County Assembly’s Committee on Lands, Physical Planning, Urban Development and Municipalities undertook an oversight visit to Kitengela and Ngong Municipalities to assess progress and challenges in service delivery and operations.However, the Committee noted several critical challenges that continue to hinder the full realization of municipal autonomy. Key among them is the retention of delegated functions by various County departments, leading to duplication of duties and projects. Additionally, there exists a clear disconnect between the municipalities and implementing departments, particularly on public works projects. In several instances, municipalities are expected to finance projects they did not initiate or oversee, creating accountability gaps.
